SAN PEDRO SULA, Honduras -- The Organization of American States
announced Wednesday it has revoked a 1962 measure suspending communist
Cuba, reversing a landmark of the Cold War in the hemisphere.

The action was taken "without conditions," Ecuador's Foreign Minister,
Fander Falconi, but it does set mechanisms for Cuba's return _
including its agreement to comply with OAS conventions on human rights
and other issues.

"This is a moment of rejoicing for all of Latin America," he told
reporters after the general assembly session.
