Kenneth Burke remarks somewhere that as soon as Roosevelt came out with a rhetorical blast against the "Financial Royalist" he (Burke) knew the banks were safe: Had Roosevelt been intent on seriously changing the financial structure he would have used a _much_ milder rhetoric. Burke argues in fact that usually rhetoric is used counter to actual intentions. Curse the banks, and then treat them nicely. The rhetoric 'makes up for' the lack of action.
