As many of you are very aware, Liberals were outraged then and are regularly outraged looking back at the seizing of supplies under "war communism".
In reading William Hogeland's excellent book on the whiskey rebellion, he explains that many farmers and other poor people were forced to give up supplies to the revolutionary army in exchange for promissory notes that were nearly worthless until the federal government assumed state debts... by which point most people's notes had sold them out of desperation to speculators for pennies on the dollar.
