You're welcome. I think that the mix-up between "Russia" and the
"Soviet Union" is pretty unimportant in a secret and informal
agreement. I'd guess that the confusion came from Churchill. And of
course, Russia was the hegemonic republic in the USSR.

Nowadays, that confusion persists: I'm told that some of Willard
Romney's foreign-policy advisers refer to Russia as the "Soviet
Union." That is bizarre.
