I would say that the Euro is an _arrogant_ project. It was created for financiers and by financiers who believed that such things a a fiscal union weren't necessary (because the only think that's important is finance) so that the euro would never get into trouble or that if the Euro did get into trouble, they wouldn't suffer. It's a lot like a financial bubble.
