Yup. Holding a petition in your hand creates a context in which you talk to someone new -- and in a predefined context. It is also an extremely powerful _discovery_ tactic. Registering voters in some situations can be a less powerful but still useful activity -- not so much for its nominal purpose but because it can generate useful conversation. That's what I meant when I said petitions can be powerful even if you don't ever send them in. You do need to make the petition/statement of solidarity rather sharper and 'far out" as it were than if you only (trivial) purpose were to get a lot of signers.
