I have no insight but it sounds like he means that the questions of
eligibility, types of services etc can be limited to the revenue raised in
the social security system. Ordinary people collectively get no more than
what they put in. And in practice when there are deficits the scheme is
attacked as too generous.

When a friend of mine was a Young Republican in college in 1960, she was
assigned to Nelson Rockefeller's office as a volunteer for the Nixon
campaign against JFK. I recall vividly two things she told me about
Rockefeller:  he always referred to the people as "mice"; and in response to
JFK's platform plank that called for the Medicare health initiative,
Rockefeller supposedly said, "we won't fight it, but will make sure it comes
under Social Security where we can control it."

Does anyone have an insight as to what he meant?  Thanks,
