Rafael Correa is trying to figure out if it is worth it? One of his 
ministers has said that the US trade deal has been turned into blackmail, 
and that seems part of the calculation. That's probably the same problem 
that Cuba faces.

Wasn't it Nixon who said, When you have them by the balls, their hearts and 
minds will follow?
