"Institutions" have no agency. Actions ascribed to them are in reality the actions of people. The holocaust was not the act of any institution--it was the act of "big" and "little" people like Hitler, Eichmann, Demjanjuk--every one of whom was individually morally responsible just as Obama is individually morally responsible for every drone murder.
