Wow, does that ring true.

But, that is totally ridiculous. MediCal and Medicare give you charts to 
estimate your cost, within income brackets. How truthful you are will 
reflect your costs or near costs. Verification is a separate system that 
notifies you after a few weeks of submitting formal paperwork or request. If 
you were honest and followed the guidelines, you get pretty close. The 
guidelines are structured to slightly over estimate your cost.
