I hope it's not the case that they're using environmental and human rights
arguments as a cover for trying to maintain the power of Treasury through
the World Bank and ADB, even at the cost of blocking the addition of needed
resources for building infrastructure.

And if it is the case, I hope that they don't get away with it.
