The recipe seems to be:
     1. Seize the cash of hospitals and other public institutions.
     2. Pay the Euro troika with the money.
     3. When the hospitals need their cash, the government says, sorry, 
we haven't received enough bailout from the troika yet.

Pharmacists and doctors worried about lack of cash

Hospital workers and pharmacists on Friday joined the growing list of 
those concerned about the legislative decree forcing public bodies to 
deposit their cash reserves at the Bank of Greece so the central 
government can use them to pay debt obligations. Unions representing 
doctors and hospital workers issued concerned statements yesterday.

"The health of the Greek people is not negotiable,” said union head 
Constantinos Lourantos.
