He puts it a little too strongly, but Carrol has it right. Conspiracy theories always have an effect of covering up a more mundane evil - intentionally or subconsciously.
Birtherism, for instance, is very clearly a clumsy attempt to disguise an ugly form of negrophobia. Likewise, climate denialism is class warfare in disguise. Trutherism is rather more complicated, but in essence, it seems to me to be an attempt to silence anti-imperialist voices. Think about the reasoning here: The War on Terror is wrong because Dick Cheney carried out the WTC attacks! The War would be ok if it had actually been Islamic terrorists who were behind the attacks, but in fact they weren't! -raghu.
