I love that idea.

How about funding the Pentagon through a battery of taxes, with each tax
tailored to a class of operations.

Like, US military operations in the Middle East could be funded through an
additional tax on US oil imports from the Middle East.

US military bases in Europe could be funded by a tax on US imports from
Europe.

The cost of maintaining US military bases in Asia could be funded by a tax
on US imports from Asia.
