Latino and working class city in the Bay Area that has suffered the 
effects of having a Chevron refinery in its midst."

Yes, it is 40 percent Latino -- and also 27 percent Black. The city was 
about 70 percent Black until recent decades, and the activists on 
refinery pollution are much more often the latter. Your characterization 
is technically accurate but wrong for activists on the scene. No big 
deal, just a reminder of the old and often true adage that all 
(electoral) politics is local - something to keep in mind before 
generalizing on the fine victory of Sawant in Seattle, for example, 
which also depended on a couple of local factors.
