The article shows no details on the the battery. It probably is a flow battery 
and IIRC, there are at least 
two other firms involved in that type of battery. Flow batteries really can't 
be used in motor vehicles. 

Much of the technological innovation occurs in academia financed by govenment 
progams, but the public doesn't benefit much.
