_incumbent_ Dems were involved in making sure that they got safe seats, so that the total number of truly contested seats shrank. They didn't care much about the non-incumbents. The rise of permanent incumbency seems related to the self-serving motives of incumbents, not the motives of Dems or GOPsters.
This is very different from the deLay garbage in Texas,
which aimed at partisan conquest.
