To my knowledge, the "the CIA is supporting the Chechens" theory, which is bull, usually has nothing to do with Chechnya's oil. (Chechnya has a microscopic percent of Russia's oil anyway.) The theory, as advanced by its most prominent proponent (Zhirinovsky), is that the US is trying to limit Russia's power and possibly break it up.
