The article suggests a number of causes -- outsourcing, corporate slowdown, and
corporate screwups.  I remember not long ago when people on campus were saying that
it would be mathematically impossible to supply enough programmers given the
impending demand.  Sort of like when I was a freshman and Sputnik, and the projected
demand for engineers was supposed to skyrocket.  The result was a vast oversupply of
engineers.
