The Patriot Act is a form of *re-regulation* etc............ James Livingston writes quite a bit about decumulation in the US in the early part of the 20th century that might be pertinent to some of what is going on culturally; see Pragmatism and the Political Economy of Cultural Revolution 1850-1940.
