Why? Why? Because the major environmental groups play the inside game. They have, or at least believe they have, a "seat at the table." (Way down below the salt.) They think they get more by begging than by asserting.
The nurses, in blessed contrast, demand what they believe is right. The major environmental groups prefer to tug the forelock and beg.
I shouldn't condem them all -- but the list I don't is shorter than the list I do.
