How do we know this Carrol? How can we know if we do not try? I understand your frustration as a citizen of the US, given that what I propose is almost impossible to execute in the US, at least in these days, but how do we know that it is not possible for the rest of the world? As you see they are attempting to do it in Germany and we still do not know what the outcome will be. This was probably why, who knows how many years ago, one of my first post to PENL was the below quotation from Che: "You North Americans, I envy you.
