Rather than focus on Shleifer, I would suggested institutional factors.  Many 
of the
economists I know would have taken advantage of the system if they had the
opportunity, but most don't have the connections.  Once the economist sticks
his finger in the cookie jar, the response will again depend upon connections.

The faculty at Harvard recently made some noise about Summers role, but I 
suspect
nothing will come of it.

For that reason, I appreciated the comparison with Fujimori.
