If you want to look for racism in British economics, despite Tom's citation of
Jevons, look for discussions of the Irish.  Some economists could take high 
minded
attitudes towards Blacks -- the British slave owners were generally unfriendly 
to
laissez faire, but the Irish were not looked upon with much favor.
