In the twelve years since the passage of the North American Free Trade Agreement (NAFTA) Mexico's environment has worsened. GDAE's Kevin P. Gallagher shows, however, that without NAFTA's environmental side accord, the North American Agreement on Environmental Cooperation (NAAEC), the degradation would have been even worse.
