I just got the Warsh book today to review.  I like some of his columns & have
finished the first chapter.  It seems that Paul Romer discovered the importance 
of
non-rival goods in 1990 -- as if others had not written about the subject 
before.

When Romer published his work, I showed him what I was doing.  His only remark 
was
that I was taking it further than he did, which could be, but almosts certainly 
was
not, a compliment.
