This is shameful BS: "more challenging to provide culturally appropriate health care". It's been official policy in the US for decades to cut back on public services that reach poor people. Sure it's "more challenging" to do something you're actively refusing to do. It was also more challenging for me to provide imperialistically-appropriate military service during the Vietnam war. This kind of academic bureaucratese is worse that lying.
