I think it's much more likely that UBL and AQ Khan had some back room deal which was nixed by ...higher ups... to use a dirty bomb on Saudi Arabia which would have pleased the neocons immensely insofar as their grudge against OPEC for their ostensibly shaky (or geo-politically directed) control of oil pricing is concerned, and would have pleased UBL as well.
