Thanks for this clear description of presentment. I was unaware of
it. The other sabotage of the implementation part of the Constitution
is the personhood that was bestowed on corporations not by any
Supreme Court ruling (in 1887, I think, Santa Clara v. Southern
Pacific) but by lawyers and journalists acting as though a comment
had the full force of a ruling. I read the case years ago and one
justice remarked in a commentary (paraphrasing) "it's a good thing
this was a simple case because otherwise we would have had to rule on
whether a corporation has the same rights as persons." I've never
been able to figure out how that comment became the de facto law of
the land, or so it seems.

Do you have any sources on presentment?
