This would be more or less my response. The key term is "control" rather than any particular use of that control. But I wanted to see what others on Pen-L might think. I haven't read a lot by Greg Palast but (on no particular basis that I can clearly recall) have a generally positive response to his work, and wanted more input on the topic. There is a long history of various methods of limiting excess production under capitalism, but it stretches a bit that a really difficult war would be waged _just_ for that reason. Carrol
