The Russian government absolved their security forces of any
responsibility if I remember correctly, and the Russians are our
allies
in the "war on terror'[tm] in Central Asia.
If nothing else, Putin appears better at the "war on terror" than
Bush. The death of Basayev may not bring the Chechen conflict to a
definitive end, but the conflict seemed to be winding down even
before his death. All that would give Putin more leeway at the G8
summit -- he had better use it to at least moderate the Euro-American
greed on the energy front, regarding his own country, Iran, etc.
