The assassination of the Israeli ambassador to the U.K. by the Iraqi-aligned Abu Nidal group in 1982 was blamed on the PLO (which denounced the deed) and used to help justify the invasion of Lebanon. When the distinction was raised with Begin, he said "Abu Nidal, Abu Schmidal." Then as now, the military seems to have exercised substantial independence from the Cabinet.
Mbs The greatest danger in the coming weeks and months is what is called a false-flag operation, i.e., a provocation undertaken against the U.S., Britain, or Israel, by some government-affiliated group therein, which is blamed on al Qaeda, Syria and/or Iran in order to lead to the next round of escalation. Opinion polls in the U.S., let alone elsewhere, are coming around to the thought that 9/11 could have been such an operation -- a conception wider in Europe and elsewhere, even more so in the Middle East. For myself, I will not be blindly accepting news renderings, should something happened.
