It's not as though there's not a history of this sort of thing.... Still, the terrorists themselves have no sense of strategy or tactics, and might well decide that they can influence the elections by doing something.
Ever since the post-World War I years, military theorists have suggested that nations could be broken by attacking their civilian population centers. I don't think it has ever worked...but that's how these characters seem to be seeing themselves. I don't think the Bush administration would try anything on its own, though. The stakes are way too high for a mere two years of limping around like...well, a lame duck. ML
