it can be argued whether or not it amounted to full blown reneging.
What is clear is that the DPRK was "cheating" from Day One, not in
response to whatever Clinton and others did or did not do.  Most
commentators in the US (and elsewhere) would say they were cheating,
but technically they were not.  They just pulled a fast one, promising
not to follow one of the techs used to make the original A bombs by
the US while proceeding to pursue the other.  Was the US (and allies)
stupid not to be more explicit when they cut the deal?  I would say
so. <
