Then, it occurred to me that maybe the NYT reporter meant to suggest
that the Democratic Party leaders will not do anything radical like
denying the President his war funds or impeaching him or things like
them.  Unless Congress forces withdrawal or removes the President, it
will be still the White House rather than Congress that will determine
the conduct of the war day to day.
