The funding of education has been the gutless Democratic answer to addressing the effects of the bipartisan social service cuts instituted over the past couple of decades. Making funding available for people to enroll in school (but not to prepare them for much success there) has become a Clintonian strategy to avoid a confrontation with the negative impace of Reaganomics.
