That strikes me as a reasonable observation. I'll go a step further to say
that it is also not self-evident that there is even such a thing as a
"ruling class."

If there was a ruling class, wouldn't they somehow be able to ensure that
their most capable representatives were placed in high office? It's like the
old put-down, "if you're so smart why aren't you rich?",only in reverse.

CB: Is there a working class ?

As to the capitalists' common interests, roughly speaking, vis-a-vis the
common interests of the working class, how has the U.S. state ( which
consists of federal, state, county and municipal governments)not acted,
overall in favor of the capitalist's interest more than the working class'
interests ?  It is in regard to this relationship between class interests
that the  capabilities are measured  in Presidents, Congresspeople, judges,
Generals, Admirals, Governors, state legislators, state troopers, county
executives, sheriffs,  mayors , city councilmembers, police officers et al.

Is there a class struggle ? If yes, how have the state officers acted with
respect to it ?
