the divide and conquer strategy only works if the hegemon has the
power to keep the divided groups from each others' throats (so that
the divisions justify the hegemony). But the US doesn't have that
power these days.

By the way, the US caterwauling about the lack of dignity of the
killings of Saddam and the other two guys is simply just one more
example of hypocrisy (as if we needed one!) The US didn't care about
dignity when they offed Saddam's two sons (etc.) I think it's mostly
PR spin and an effort to tell the Iraqi government what the range of
its autonomy is.
