Assuming that it is true (and not disinformation), I suspect that a general
increase would have begun with the resounding electoral victoty in
December.If a surge of oil people has occurred, it may be that a number of
the 18,000 former PDVSA employees who tried to bring down the government in
2002-3 have been working for the foreign associates and know that this
option will not be there with the reversion [by 1 May] to PDVSA.
