That's a reasonably good analogy but things are a little worse.
Acting as a broker in the guise of a deal maker, they get what they
want out of a deal and then bring in smaller groups, including low-
income representatives. These latter think they are part of making
the deal but actually the deal has been cut, provided they can be
brought along.
