There's no indication what the adult-child ratio was, or any other index
of quality. It was also sponsored by the feds, who never saw a public
social service they liked. So unless you take the position that the
availability of quality day care explains why the population in most
European welfare states is so bratty, it doesn't make much sense.

I haven't read this, but NYT reports on 'research' re married women &/or
children tend to be very badly done, to distort the original research,
and to ignore research that is counter to the research reported on.
