It is a mixed blessing. Technology imported from outside can create
dependence and lead to loss of traditional forms of knowledge. As far as I
can see, such local knowledge is almost always disparaged and undervalued in
the planning of large infrastructure projects.

Maybe it was a misreading on my part but "Ok, so Sardar Sarovar is a
brutalist project - how then to get electricity to rural India?" strongly
implies an external agent to get electricity to rural India.
