They're quite connected to 'reality'... unfortunately, only *their* 'reality'.
Their reality is called 'corporatism', according to Mussolini, in American form.

That's why there's so much 'bad news' for the rest of us and *our*
collective reality..

As to the  effectiveness of the bureaucracy, the current
administration's MAIN role (as so-called conservatives) is to
undermine the veracity OF the bureaucracy to allow the neofasci-cons
to make a sales pitch to America:

The pitch like this:
"Big government doesn't work... See?

(even though they actively worked to created those circumstances.)

"If you follow along with us (war, resource-looting et al) it might
just work out for YOU & Yours"

That's GWB's role in the over-all scheme too... follower, hanger on...
That's what he's alway been... until he became.... "The Decider" (who
decides nothing and he knows it, an intentional liar.)

Hurricane Katrina is the perfect example of how 'deciders' work. A
'bureaucrat *could* manage FEMA well and get all the resources to
site. You don't need to be an EMT, civil engineer, or somesuch to get
the right equipment, food, medicine to the right people.

However one might note that the person managing the agency (not even
worth looking up his name... there's thousands just like him.) had his
assistant telling people (he 'decided', at the height of the disaster,
he couldn't talk on the phone right now, that he didn't like being
disturbed at dinner.

Tell me that's incompetence and I'd tell you it's INTENTIONAL
dereliction of duty.

On a similar note, about the DOJ lawyer firings, everyone just wants
to know WHO authorized (decided) the firings, and the only testimony
anyone is willing to give is that they didn't.

Some one did... but not only doesn't the buck seem to stop there, 'the
buck' doesn't even stop by for a short visit anymore.

What we have is a nation of delegators & relegators, and it's become
so insinuated in American culture that it's reflected not only in the
bureaucratic structures, but by our elected leaders themselves...and
they have an easy time using it as a 'foil' because we expect it. They
are just like us.

Sad... tragic actually, and very very dangerous to it's people, but
moreso to the rest of the world as the leaders let their military run
amuck while the sheeple just say "Oh Well...".
...and "please!... stop!".
