Hi Willm

The latest from the PAPI papi-3-2-0 branch has a full perfmon2
substrate.

There is a test suite that at last check with gcov, runs around 70% of
the code. The run_tests.sh runs the suite and prints pass or fail for
each test. I wouldn't say it's very well automated or thought through.
As with most test suites it was built piece by piece. But PAPI did catch
errors in the low level for what that's worth.
