perl-Parallel-ForkManager-1.18-4.fc25 fails to build in F25 because of
non-existent build-time dependency:
DEBUG util.py:417: No matching package to install: 'perl-build'
DEBUG util.py:417: Package perl-generators-1.09-2.fc25.noarch is already
installed, skipping.
DEBUG util.py:417: Not all dependencies satisfied
DEBUG util.py:417: Error: Some packages could not be found.
This wrong "perl-build" was added by commit:

Change build dependencies to new recommended usage.
I don't where you found "perl-build" but there is nothing like that. Removing
it fixes the package.
