Perl modules can be used with an embedded perl via libperl.so and so don't need
/usr/bin/perl.

Existing packages should have been fixed to support this arrangement as part
of:
https://fedoraproject.org/wiki/Changes/perl_Package_to_Install_Core_Modules
That was a change for Fedora 27.
