None of these packages directly require java-11-openjdk.

There are five classes of the dependency chains:

autoconf<-erlang<-fop<-java-17-openjdk (bug #2103921, bug #2104038)
crypto-policies<-java-1.8.0-openjdk-devel (bug #2104257)
R-devel<-R-java-devel<-java-17-openjdk-devel (bug #2104097)
subversion<-java-11-openjdk-devel (bug #2103909)
subversion<-junit<-java-17-openjdk-headless (bug #2103909)

This issues should be fixed in components closest to opendjdk in their bug
reports.
