You'll need to define `perl_bootstrap` (as in [commit 8890fb16](https://src.fedoraproject.org/rpms/perl-Sereal-Decoder/c/8890fb16)), build `perl-Sereal-Decoder`, then build `perl-Sereal-Encoder`, then remove the `perl_bootstrap` definition from `perl-Sereal-Decoder` and rebuild it. ``
