This is not caused by DNF5. The reason is that Cisco, which distributes the
openh264 packages, hosts a mirror at a provider who blocks connections from
some regions. See

As a workaround, you can reconfigure the repository to use a specific mirror
which works for you

In the long term, DNF5 could support specifying which mirrors you do not want
to use <https://github.com/rpm-software-management/dnf5/issues/1483>.
