Xarka Software is offering OptiPerl, an nicely integrated IDE
especially targeted at those developing CGI code. You can get
a limited trial copy at http://www.optiperl.com/

As to Win32 multilanguage Editors, I would like to point out
Textpad - http://www.textpad.com/ and UltraEdit - 
http://www.ultraedit.com. Both are shareware products.
